Grants student journalists in public and charter schools the right to freedom of speech and press in school-sponsored media, regardless of school financial support, equipment use, or class production context.

Protects student journalists' right to determine news, opinion, feature, and advertising content of school-sponsored media while allowing media advisors to teach professional journalism and English standards.

Prohibits schools from authorizing prior restraint of school-sponsored media except for expression that is libelous, slanderous, invades privacy, violates law, or creates clear and present danger of unlawful acts or material disruption of school activities.

Allows schools to limit student expression that is profane, harassing, threatening, or intimidating through adopted and posted student journalist policies that include reasonable provisions for time, place, and manner of expression.

Effective for the 2015-2016 school year and later, requiring each school district and charter school to adopt a student journalist policy consistent with these provisions.
