Appropriates $800,000 in fiscal year 2017 from the general fund to the commissioner of human services for grants to recovery community organizations to train, hire, and supervise peer specialists working with underserved populations with substance use disorders.

Sets base appropriation of $800,000 for each of fiscal years 2018 and 2019 for peer specialist grant programs.

Appropriates $175,000 in fiscal year 2017 from the general fund for a grant to recovery community organizations to create and implement a public relations campaign reducing stigma associated with substance use disorders.

Limits eligible grant recipients to recovery community organizations located in Rochester, Moorhead, and the Twin Cities metropolitan area.
