Appropriates $1,700,000 from the bond proceeds fund to the Commissioner of Natural Resources for a grant to the St. Louis and Lake Counties Regional Railroad Authority to continue construction of the Mesabi Trail.

Construction project starts near Whalston Road and proceeds toward the city of Tower.

No nonstate contribution is required for this appropriation.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $1,700,000 to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
