• Proposes constitutional amendment to repeal Article XI, Section 15 (legacy amendment for outdoor heritage, parks/trails, and arts/cultural heritage) effective July 1, 2017 through June 30, 2034.

• Increases sales and use tax by 3/8 of 1 percent, dedicating 67 percent of receipts to deficient roads and bridges fund and 33 percent to clean water fund.

• Deficient roads and bridges fund prioritizes: structurally deficient bridges/highways on trunk system; then weight limit improvements to 10-ton axle weight on trunk highways; then county state-aid highways and township roads meeting minimum standards.

• Clean water fund allocates: 10 percent to local lake associations for aquatic invasive species prevention; 60 percent for invasive species eradication; 25 percent for river/stream monitoring grants; 5 percent for administrative costs.

• Repeals numerous statutes related to parks and trails fund, outdoor heritage fund, arts and cultural heritage fund, and associated councils and grant programs.
