Prohibits further dissemination of private or nonpublic data to other persons except for purposes expressly authorized by law.

Makes remedies under Minnesota Statutes sections 13.08 and 13.09 available to any person whose private or nonpublic data is used or disseminated in violation of these restrictions.

Clarifies that use of vehicle registration data is governed by section 168.345.

Restricts the commissioner from furnishing information about registered owners of passenger automobiles under lease for 180 days or more, except to law enforcement, trade associations performing member services, governmental units, and persons notifying lessees of recalls; allows release of summary data for statistical analysis and market research.
