Medical assistance covers oral health assessments conducted once per year by licensed dental providers in collaborative practice to identify signs of oral or systemic disease, malformation, or injury in community settings.

Oral health assessments require providers to document a formal arrangement with a licensed dentist for patient referral and follow-up care, establishing an ongoing dental home relationship for patients.

The commissioner may disqualify providers from payment if referral and follow-up arrangements are not reasonably effective in ensuring patients receive follow-up services.

Payment rates for dental services outside the seven-county metropolitan area increase by 9.65 percent effective January 1, 2017, above the rates in effect on June 30, 2015.

Managed care plans and county-based purchasing plans must pass on the full amount of payment increases to dental providers located outside the seven-county metropolitan area.
