Establishes the Greater Minnesota Family Medicine Residency Grant Program administered by the Commissioner of Health to award grants to eligible, not-for-profit family medicine residency programs located outside the seven-county metropolitan area.

Eligible programs must be accredited or candidates for accreditation, focused on training family medicine physicians for communities outside the metropolitan area, and demonstrate that at least 25 percent of graduates over the past three years practice in greater Minnesota communities.

Prioritizes funding for new residency positions first, with remaining funds allocated proportionally based on existing residents in eligible programs; new positions may be funded for up to three years.

Permits grant funds only for establishing or expanding training programs, recruiting and retaining residents and faculty, travel and lodging for residents, and salaries for faculty, residents, and preceptors.

Appropriates $1,000,000 for fiscal year 2017 and establishes base level funding of $1,000,000 per fiscal year for the 2018-2019 biennium and beyond.
