$4,978,000 appropriated from bond proceeds fund to the commissioner of transportation for a grant to the city of Baxter for Cypress Drive improvements.

Grant funds cover acquisition of land or interests in land, environmental analysis and cleanup, predesign, design, engineering, and construction activities.

Cypress Drive project includes expansion to a four-lane divided urban roadway between Excelsior Road and College Road.

Commissioner of management and budget authorized to sell and issue state bonds up to $4,978,000 per Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective date is the day following final enactment.
