Extends the expiration date of the Mineral Coordinating Committee from June 30, 2016 to June 30, 2026.

Creates an 8-member Aggregate Resources Task Force with 4 members appointed by the House Speaker (2 majority, 2 minority) and 4 members appointed by the Senate Subcommittee on Committees (2 majority, 2 minority), with appointments due by July 15, 2016.

Task force must study and provide recommendations on aggregate mapping progress, effectiveness of aggregate tax legislation and county revenue use, state funding for aggregate reserves, and local land use and permitting issues.

Requires task force to submit a report to relevant legislative committees by January 15, 2018 containing study findings.

Task force expires 45 days after delivering its report to the legislature or on June 30, 2018, whichever is earlier.
