Expands the legislative task force on child protection by increasing House membership from 2 to 4 members (2 majority, 2 minority) and Senate membership from 2 to 4 members (2 majority, 2 minority)

Task force must meet at least quarterly with rotating chair and vice-chair leadership between House and Senate, with the House assuming leadership first

Task force shall issue an annual report to the legislature and governor containing progress on child protection system implementation, legislative recommendations, and funding needs

Authorizes task force to establish a work group to review the Minnesota Assessment of Parenting Children and Youth tool used to determine Northstar Care for Children supplemental payment benefits, with findings due by December 1, 2016

Directs the revisor of statutes to recodify the Maltreatment of Minors Act and related statutes for internal consistency and clarity, with recodification drafted in bill form for the 2017 session
