Expands the definition of "provider" under Minnesota's duty to warn statute to include alcohol and drug counseling practicum students and individuals in postdegree professional practice in alcohol and drug counseling.

Applies existing duty to warn protections to these practicum students and postdegree professionals when a client communicates a specific, serious threat of physical violence to self or a specific, clearly identified potential victim.

Grants liability protection to practicum students and postdegree professionals for disclosure, failure to disclose, or erroneous disclosure of confidential information made in good faith efforts to warn against violent behavior or suicide threats.

Requires that any duty to warn be discharged through reasonable efforts to communicate threats to law enforcement, potential victims, client's family, or appropriate third parties positioned to prevent or avert harm.
