Amends Minnesota Statutes section 144A.471, subdivision 9, to modify exclusions from home care licensure requirements.

Adds "or home care provider" to the exclusion for employees responding to occasional emergency calls, clarifying that employees of licensed home care providers are covered under this exemption.

Expands the exclusion for occasional minor free services to explicitly include employees of home care providers (not just nursing homes and boarding care homes) providing services in attached or contiguous residential settings.

Renumbers subsections (11) through (20) as (12) through (21) to accommodate the modifications to emergency call and minor services exclusions.

Entities excluded from licensure are not required to provide the home care bill of rights.
