Governor must make Board of Veterinary Medicine appointments that reflect the geography of the state.

Board of Veterinary Medicine consists of five licensed veterinarians and two public members, with veterinarians required to have practiced in Minnesota for at least five years.

Board may temporarily suspend a veterinarian's license without a hearing if the executive director and designated board members find violation of statute or rule creating imminent risk of harm to an animal.

Within ten days of temporary suspension order, board must conduct limited hearing before its own members, with four affirmative votes required to keep suspension in effect.

If temporary suspension remains in effect, board must initiate contested case hearing with Office of Administrative Hearings within 45 days, with administrative law judge's report constituting final administrative decision.
