Changes the standard for who can petition on behalf of minors in domestic abuse and harassment cases from "reputable" to "an adult age 25 or older," with court approval that it is in the minor's best interests.

Modifies harassment restraining order timelines by reducing the request for hearing deadline from 45 days to 20 days after the temporary restraining order is served.

Allows filing fees to be waived for both petitioner and respondent if allegations involve specific violent crimes or stalking violations under sections 609.749 or 609.342-609.3451.

Creates a new subdivision allowing harassment restraining orders for up to 50 years if the respondent has violated a prior order on two or more occasions or petitioner has had two or more orders against the same respondent.

Requires respondent to wait five years before requesting modification of a 50-year restraining order, and burden is on respondent to prove material change in circumstances.
