Proposes amendment to Minnesota Constitution, Article VII, Section 9, requiring the legislature to enact campaign contribution and expenditure disclosure laws for state elective office candidates.

Mandates minimum disclosure requirements for communications made near elections that clearly identify candidates, use express advocacy language, or could reasonably be interpreted as advocating a candidate's election or defeat.

Allows exceptions to disclosure requirements for de minimis contributions and expenditures and for contributions directed by organizations to their own subscribed membership.

Defines "candidate" as an individual seeking nomination or election to constitutional or legislative office, including incumbents seeking renomination or reelection.

Requires submission of the amendment to voters at the 2016 general election with a ballot question asking whether the constitution should be amended to require public disclosure of campaign-related communications.
