Board of Teaching must issue a dual enrollment instruction endorsement to high school teachers licensed in content-specific fields who complete Higher Learning Commission faculty qualification requirements.

Endorsed teachers may teach postsecondary dual credit courses at high schools without additional preparation or supervision, with standards adopted in consultation with eligible public postsecondary institutions.

Board of Teaching must begin issuing endorsements by September 1, 2017.

Per-pupil aid for concurrent enrollment courses increases from $150 to $300 per student, with up to 25 percent available for tuition reimbursement to help teachers meet postsecondary accreditation requirements.

Teachers receiving 50 percent or more of tuition reimbursement must continue teaching in the district for two years after receiving an endorsement or repay the tuition costs.

Appropriations increased from $4,000,000 in fiscal year 2016 to $13,000,000 in fiscal year 2017 for concurrent enrollment programs.
