Establishes a permanent Permanent Child Support Task Force within the Department of Human Services to advise the commissioner on child support guidelines and changing family dynamics.

Task force membership consists of 10 categories including two House members, two Senate members, county attorneys, DHS staff, tribal representatives, judges, four parents from diverse communities, legal services representatives, and family law bar association members.

Task force must meet at least three times annually, including one public input meeting, and shall annually elect a chair and officers.

General duties include reviewing the parenting expense adjustment, preparing quadrennial review reports every four years, and comprehensively reviewing child support guidelines and economic conditions.

Commissioner must submit biennial reports beginning February 15, 2019 to legislative committees summarizing task force activities, identified issues, methods to address issues, and recommendations for legislative action.
