Requires health care facilities licensed under chapter 144 to provide closed captioning at all times on televisions in waiting rooms when the television has closed captioning capability.

Adds closed captioning requirement to Minnesota's disability discrimination prohibitions under section 363A.11, subdivision 3.

Creates new unfair discriminatory practice under section 363A.12 for any facility offering public services to fail to provide closed captioning on public televisions that have the closed captioning feature.

Exempts facilities from violation if captioning is deactivated by members of the public or service users, provided facility staff reactivates captioning as soon as practicable upon discovering the deactivation.
