Authorizes recall elections for school board members using the same procedures established for county officials under Minnesota Statutes sections 351.14 to 351.23.

Defines grounds for school board member removal as malfeasance or nonfeasance in performance of official duties, or conduct or speech that fails to conform to school board adopted policies or brings the school district into disrepute.

Requires recall petitions to be signed by registered voters totaling at least 25 percent of those who voted in the preceding election for the office, with signers being residents of the school district.

Establishes that the school board election clerk serves as the filing official for school board recall elections and school districts pay all hearing costs except petitioners' and the school board member's legal representation.

Removal elections for school board members are conducted as special elections under chapter 205A, with removal requiring a majority vote and disqualifying the official from holding the same office for the remainder of that term.
