Authorizes the city of St. Paul to issue a temporary on-sale intoxicating liquor license to the India Association of Minnesota, a nonprofit 501(c)(3) organization, for Indiafest on the State Capitol grounds.

Limits the license to the sale of intoxicating malt liquor and wine only.

Creates an exception to Minnesota Statutes section 340A.412, subdivision 4, paragraph (a), clause (2).

Applies all provisions of Minnesota Statutes section 340A.404, subdivision 10, to the license except where inconsistent with this authorization.

Becomes effective upon approval by the St. Paul City Council and compliance with Minnesota Statutes section 645.021.
