Extends the Minnesota Organic Advisory Task Force expiration date from June 30, 2016 to June 30, 2018.

Requires the commissioner of agriculture to report biennially (by November 15 of years ending in zero or five) on organic agriculture status, including acreage data, sales performance, yield comparisons with conventional crops, and policy recommendations.

Expands task force membership to 12 positions, adding representatives from the Minnesota Farm Bureau, Minnesota Farmers Union, Minnesota Grocers Association, and Minnesota Agri-Growth Council.

Directs the commissioner to consult the task force and recommend to the legislature how to expand organic agricultural production and processing, including establishment of dedicated organic agriculture zones, with a report due by February 1, 2017.

Authorizes the commissioner to receive state and federal funds for grants or contracts to assist producers and processors with organic certification, education, marketing, and research activities.
