Commissioner of Human Services shall design a reform of Minnesota's substance use disorder treatment system to ensure a full continuum of care is available for individuals with substance use disorders.

Reform proposal must include direct-access assessment processes, direct reimbursement of credentialed professionals, care coordination models, peer support services, withdrawal management services, primary prevention services, and chronic disorder responsive services.

Commissioner shall seek all necessary federal waivers, state plan amendments, and funding realignment to implement the proposal, including exceptions to the federal Institution for Mental Diseases (IMD) exclusion when appropriate.

Commissioner must consult with consumers, providers, counties, tribes, health plans, and other stakeholders in developing the proposal.

Commissioner shall present a progress update to legislative committees with jurisdiction over health and human services by February 1, 2017, including recommendations on necessary legislative changes and state appropriations.
