Appropriates $2,250,000 from the bond proceeds fund to the commissioner of natural resources for a grant to Dakota County to design and construct a 3.2-mile multiuse trail segment of the Minnesota River Regional Trail between Cedar Avenue and Lone Oak Road in Eagan.

Trail project includes upgrades to existing facilities and construction of a new trailhead at Lone Oak Road.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,250,000 to provide the appropriated funds.

Bond issuance follows procedures prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and Minnesota Constitution, article XI, sections 4 to 7.

Becomes effective the day following final enactment.
