Secretary of state must develop a state elections emergency plan in consultation with the director of Homeland Security and Emergency Management.

Secretary of state must create a state guide to assist county and local election officials in developing county elections emergency plans, including consultation with the Minnesota State Council on Disability.

County election officials must develop county elections emergency plans addressing needs of voters with disabilities, ballot security procedures, polling place relocation procedures, and public notification protocols.

Cities, towns, and school districts may create local elections emergency plans that supersede county plans within their jurisdictions.

County election officials and municipalities with local plans must review and file any revisions with the secretary of state by July 1 prior to each state general election, with initial plans due September 1, 2016.
