Modifies the reporting requirement for advisory committees for the deaf and hard-of-hearing and the blind and visually impaired from annual to biennial reports.

Requires committees to meet at least four times per year and review, approve, and submit reports to the commissioner, education policy and finance committees of the legislature, and the Commission of Deaf, DeafBlind, and Hard-of-Hearing Minnesotans.

Reports must identify and report aggregate, data-based education outcomes for children with primary disability classifications of deaf and hard of hearing or blind and visually impaired, consistent with commissioner reporting practices and school performance report cards.

Reports must describe implementation of a data-based plan for improving education outcomes for deaf and hard of hearing or blind and visually impaired children that is premised on evidence-based best practices and include a cost estimate for ongoing implementation.
