Appropriates $10,000,000 from bond proceeds to develop visitor center and rehabilitate mine shaft at Lake Vermilion-Soudan Underground Mine State Park, develop mountain biking trails and campground improvements at Cuyuna Country State Recreation Area, develop Fort Snelling Upper Bluff, and redevelop beach picnic area at William O'Brien State Park.

Appropriates $17,720,000 from bond proceeds for 11 specified state trail projects including Casey Jones Trail ($1,250,000), Chester Woods Trail ($2,250,000), Gitchi-Gami Trail ($3,130,000), Glacial Lakes Trail ($2,590,000), and nine other regional trail projects throughout Minnesota.

Authorizes sale and issuance of state bonds up to $27,720,000 to fund the appropriations under Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Allows the commissioner of natural resources to reallocate funding from any project not ready to proceed to other state park, recreation area, or trail projects determined to be priorities, with required notification to legislative committees and affected legislators.

Effective date is the day following final enactment.
