Appropriates $250,000 from bond proceeds fund to the Minnesota Amateur Sports Commission for predesign and land acquisition for a multipurpose bicycle racing and event center including a velodrome.

Facility to be located in the metropolitan area as defined in Minnesota Statutes, section 473.121.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $250,000 to fund the appropriation, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
