Expands the definition of "killed in the line of duty" to include public safety officers who die from heart attack, stroke, or vascular rupture if the death directly results from engaging in nonroutine stressful or strenuous physical activities such as law enforcement, fire suppression, rescue, hazardous material response, emergency medical services, prison security, disaster relief, or other emergency response activity.

Establishes a presumption that deaths from heart attack, stroke, or vascular rupture are line-of-duty deaths if they occur while engaging in qualifying activities, while still on duty after such engagement, or within 24 hours of such engagement, unless overcome by competent medical evidence to the contrary.

Includes deaths from training exercises involving nonroutine stressful or strenuous physical activity within the definition of line-of-duty deaths for public safety officers.

Amends the definition of "line of duty death" in the public employees police and fire plan to include deaths determined by the commissioner of public safety to meet the requirements of the expanded definition in Minnesota Statutes section 299A.41, subdivision 3.

Becomes effective the day following final enactment.
