Renames the Washington County Housing and Redevelopment Authority to the Washington County Community Development Agency, with all existing powers and duties under Minnesota Statutes sections 469.001 to 469.047 and 469.090 to 469.1081.

Authorizes municipal housing and redevelopment authorities to request the County Community Development Agency to handle their housing duties, with exclusive jurisdiction in those municipalities.

Allows cities and townships with existing economic development authorities to request the County Community Development Agency to handle economic development, housing, or redevelopment duties under sections 469.090 to 469.1081.

Establishes that commissioners serve three-year terms and grants the Agency powers of an economic development authority through County Board resolution, subject to limitations that cannot restrict housing and redevelopment powers.

Requires County Board approval for any housing, redevelopment, or economic development projects undertaken within city or township boundaries, with procedures governed by Minnesota Statutes sections 469.007 and 469.092.
