Expands qualifying projects for emissions-reduction rate riders to include utility cessation of coal-fired units greater than 500 megawatts with replacement by natural gas-fired units or repowering to natural gas at the same plant.

Allows emissions-reduction riders for utility cessation of coal-fired units of 500 megawatts or less with replacement by renewable energy facilities or repowering to renewable energy at the same plant, with a capacity increase limit of 200 megawatts.

Permits utilities to add natural gas-fired units or renewable resources in any location as part of coal phase-out projects, provided total accredited capacity does not exceed established limits.

Requires utilities proposing generation resources in coal phase-out projects to use a competitive process for acquiring utility-owned generation units.

Extends the sunset date for the emissions-reduction rider program from December 31, 2020 to December 31, 2030.
