Increases maximum compensation for manufactured home owners who tender title to the park (when relocation is not feasible) from $5,000 to $8,000 for single-section homes and from $9,000 to $14,500 for multisection homes, with minimum reimbursement set at $4,000 and $8,000 respectively.

Requires the Commissioner of Management and Budget to study alternative methods of collecting the $12 annual assessment fee, including direct invoicing of manufactured home owners or imposing a sales and use tax, with results due by January 31, 2017.

Maintains existing procedures for payment approval through the neutral third party and Minnesota Housing Finance Agency, including the 45-day deemed approval timeline and requirement for documentation of relocation costs.
