Designates Camp Ripley as a sentinel landscape and requires a coordinating committee to designate specific nearby lands by January 16, 2017, to preserve and enhance the relationship between landowners and the military base.

Establishes a coordinating committee chaired by the adjutant general and including commissioners of agriculture, natural resources, and executive director of the Board of Water and Soil Resources, with the first meeting required by March 1, 2016.

Landowners whose property is designated as part of the sentinel landscape may voluntarily participate in programs designed to encourage land uses compatible with Camp Ripley's military missions.

Committee members serve without compensation and shall seek input from federal agencies and local officials when determining which lands to designate.

Requires the adjutant general to submit a report by January 16, 2017, to the governor and legislative committees with a map defining sentinel landscape boundaries and recommendations for future legislation.
