Amends Minnesota Statutes to authorize the commissioner of health to use all-payer claims data for five specified purposes: evaluating the health care home program, studying hospital readmission trends, analyzing health care cost variations, evaluating the state innovation model testing grant, and compiling public use files of summary data.

Requires public use files of summary data to be available to the public for no or minimal cost by March 1, 2016, and accessible via Web-based electronic download by June 30, 2019.

Public use files must not identify individual patients, payers, or providers; must be updated at least annually with current data; and must include clear explanations of data characteristics and limitations.

Prohibits collection of additional data elements beyond those authorized as of June 30, 2015, and restricts public release of results so provider identities cannot be discerned.

Allows the commissioner to use collected data for state-based risk adjustment system assessment due October 1, 2015, and requires consultation with the all-payer claims database work group on technical considerations for creating public use files.
