Expands the definition of "covered electronic device" to explicitly include tablet computers and laptop computers alongside existing categories like peripherals, DVD players, and video cassette recorders.

Establishes "Phase I recycling credits" (program years 1-9) and "Phase II recycling credits" (beginning year 10) allowing manufacturers to earn and trade credits for recycling devices beyond their obligations, with Phase II credits applying to devices collected outside the 11-county metropolitan area at 1.5 times their actual weight.

Revises manufacturer registration and reporting deadlines from September 1 to August 15 each year, and updates recycling obligation calculations to be based on statewide recycling goals of 25 million pounds (year 7), 23 million pounds (year 8), and 21 million pounds (year 9), with separate goals for televisions and computer monitors.

Adds collector responsibilities requiring collection sites to be staffed and open to the public at adequate frequency, and mandates that collectors use only registered recyclers; recyclers must provide annual reports to collectors and cannot charge collectors for transportation of devices meeting manufacturer obligations.

Implements effective date of July 1, 2016 for most provisions, with updates to Section 473.845 regarding the metropolitan landfill contingency action trust account management through the State Board of Investment.
