Prohibits nonwoven disposable products (such as personal hygiene products made from nonwoven sheets) from being advertised, packaged, or labeled as "flushable, septic safe, or sewer safe" unless they meet the defined standards for those claims.

Requires nonwoven disposable products that are not flushable, septic safe, and sewer safe to display the phrase "Do Not Flush" on their product label.

Defines "flushable, septic safe, and sewer safe" as products that clear toilets and drainage systems, are compatible with wastewater treatment without causing blockage, and are unrecognizable in wastewater treatment effluent and digested sludge.

Subjects manufacturers violating these requirements to civil penalties of up to $5,000 per violation, with the Attorney General authorized to enforce and accept assurances of discontinuance.

Exempts broadcasters, publishers, wholesalers, and retailers from liability for distributing products already labeled as flushable, septic safe, or sewer safe; effective January 1, 2018.
