Changes enforcement duty from county attorneys and peace officers to all peace officers for game and fish law enforcement.

Establishes county attorneys as primary prosecuting authority for gross overlimit violations under Minnesota Statutes section 97A.205, clause (5), including associated civil forfeiture actions.

Defines gross overlimit violations as a gross misdemeanor when wild animals are taken, possessed, or transported over legal limits with restitution value exceeding $1,000.

Lowers the threshold for immediate seizure of all game and fish licenses from $5,000 to $1,000 in restitution value for unlawfully taken wild animals.

Reduces license revocation periods and modifies penalty tiers: 10-year revocation for violations with $2,000+ restitution value; 5-year revocation for $1,000-$1,999 violations or repeat offenses within 10 years; and 3-year revocation for violations exceeding $500 restitution value.
