Creates a 12-member legislative task force to review the Office of the Legislative Auditor's 2016 report on Minnesota teacher licensure and submit recommendations by February 1, 2017.

Task force must recommend how to either restructure Minnesota's teacher licensure system by consolidating all activities into a single state entity or clarify existing responsibilities to ensure transparency and consistency.

Comprises 6 senators (3 appointed by majority leader, 3 by minority leader) and 6 house members (3 appointed by speaker, 3 by minority leader), with appointments due by June 1, 2016.

Requires task force to consult with stakeholder groups including Education Minnesota, teacher education associations, school boards, principals, administrators, and various other education organizations.

Task force expires February 2, 2017, unless extended by law, with the Legislative Coordinating Commission providing technical and administrative support.
