Modifies 2015 appropriations to University of Minnesota by reducing fiscal year 2017 general fund allocation from $1,536,256,000 to $1,522,256,000 and reduces Board of Regents allocation from $627,706,000 to $613,706,000.

Allocates $1,000,000 in fiscal year 2017 to establish a fetal tissue research center to oversee research activities, ensure ethical acquisition and disposal of fetal tissue, and procure tissue only from naturally deceased fetuses for university research.

Appropriates $14,000,000 in fiscal year 2018 for University of Minnesota medical school to increase research capacity, improve National Institutes of Health funding ranking, attract world-class faculty, invest in rural physician training programs, and translate research discoveries into treatments.

Ties fiscal year 2018 appropriation to Board of Regents certification that the fetal tissue research center is established and operational; appropriation becomes part of the board's base budget beginning fiscal year 2019.

Makes legislative finding that University of Minnesota disposed of aborted fetuses in manner inconsistent with Minnesota Statutes section 145.1621.
