Amends Minnesota Statutes section 401.02, subdivision 1 to allow counties to continue participating in the Community Corrections Act if they have participated for five or more years.

Counties with an aggregate population of 30,000 or more persons may qualify for grants by establishing a corrections advisory board and creating a comprehensive plan for correctional services.

Participating counties must assume correctional services currently provided by the Department of Corrections, excluding state facility operations, and must provide centralized administration and control of those services.

Multiple counties may combine to meet the 30,000-person population threshold and must comply with Minnesota Statutes section 471.59 when doing so.

The amendment becomes effective the day following final enactment.
