Amends Minnesota Statutes section 326.02, subdivision 3, to clarify the definition and practice of professional engineering in Minnesota.

Prohibits unlicensed persons from using the term "professional engineer," abbreviations "P.E." or "PE," or any other representation that would lead the public to believe they are a licensed professional engineer.

Establishes that a professional engineering license satisfies state and political subdivision requirements to perform actions authorized under the license, eliminating the need for additional licenses or certifications unless the state or political subdivision makes an affirmative written determination in statute, rule, or ordinance that such additional licensing is necessary to safeguard life, health, or property.

Preserves the state's and political subdivisions' authority to include additional requirements when soliciting public contracts for engineering services.

Takes effect August 1, 2015, and does not apply to practice areas where licenses or certifications were already required prior to the effective date.
