Appropriates $10,000,000 in fiscal year 2017 from the general fund to the commissioner of transportation for a local bicycle infrastructure pilot program, available for two years.

Establishes discretionary grants to political subdivisions for projects that improve cyclist safety and convenience, with minimal application burdens and objective evaluation criteria.

Requires grant applicants to have a bicycle or nonmotorized transportation system plan, match 10 percent of project costs with nonstate and nonfederal funds, and limits individual awards to 25 percent of annual program funds.

Permits fund uses including bicycle planning, bikeway design and engineering, right-of-way acquisition, bikeway construction and maintenance, secure parking, and elimination of hazardous conditions.

Requires the commissioner to submit a report to legislative committees by February 1, 2018 on program design, funded projects, fiscal summary, and recommendations for program continuation.
