Modifies Minnesota Statutes section 245.4863 to change the section title from "Integrated Dual Diagnosis" to "Integrated Co-Occurring Disorder Treatment"

Requires individuals performing chemical dependency or mental health diagnostic assessments to use commissioner-approved screening tools to identify co-occurring mental health and substance use disorders, with documentation of actions taken based on positive screening results

Exempts screening requirements when co-occurring disorders were documented in the past 12 months, the client is currently receiving or being referred for co-occurring disorders treatment, or a qualified mental health professional is performing a diagnostic assessment meeting Minnesota Rules requirements

Requires the commissioner to adopt rules effective July 1, 2013 establishing a certification process for integrated dual disorder treatment providers and ensuring individuals with co-occurring substance use and mental health disorders receive integrated treatment

Directs the commissioner to apply for federal waivers necessary to secure federal financial participation for integrated dual diagnosis treatment for persons with co-occurring disorders
