Appropriates funds from the general fund to the commissioner of agriculture in fiscal year 2017 for organic transition grants to farmers experiencing financial hardship during the three-year federal organic certification transition period.

Provides grants of up to a specified amount per farmer, with the total appropriation amount to be determined.

Establishes these grants as supplementary to existing organic certification cost-share grants authorized under Laws 2015, First Special Session chapter 4, article 1, section 2, subdivision 3.

Allows the commissioner of agriculture to award both a transition grant and a certification cost-share grant to the same farmer within the same fiscal year.
