Appropriates $23,700,000 for each of fiscal years 2016 and 2017 from the arts and cultural heritage fund to the Minnesota State Arts Board for grants supporting Minnesota artists and arts organizations in creating, producing, and presenting high-quality arts activities.

Appropriates $4,500,000 for each of fiscal years 2016 and 2017 for high-quality, age-appropriate arts education for Minnesotans of all ages.

Appropriates $1,800,000 for each of fiscal years 2016 and 2017 for events and activities representing diverse cultural arts traditions, including folk and traditional artists and art organizations.

Allows up to 4.5 percent of appropriated funds to be used by the board for administration, technical services, fiscal oversight, and accountability; requires 30 percent of remaining appropriations to each category be distributed to regional arts councils.

Designates appropriations as onetime funding with unencumbered balances from the first year carrying forward to the second year of the biennium.
