$42,000,000 appropriated in fiscal year 2017 to Minnesota State Colleges and Universities Board of Trustees for undergraduate tuition relief, with tuition rates frozen at 2014-2015 levels for the 2016-2017 academic year.

$43,500,000 appropriated in fiscal year 2017 to University of Minnesota Board of Regents for undergraduate and graduate tuition relief, with a request (non-binding) to freeze rates at 2014-2015 levels for 2016-2017.

Tuition relief cannot be offset by increases in mandatory fees, charges, or other student assessments at either institution.

If appropriations are insufficient, institutions must fund remaining relief through cuts to central and executive administration or reallocation of nonstate funds, not through reductions in programs or services directly impacting students.

Minnesota State Colleges and Universities provision is mandatory; University of Minnesota provision uses non-binding language requesting (rather than requiring) rate freeze and relief protections.
