• Amends Minnesota Statutes section 80E.13 to regulate unfair practices by motor vehicle manufacturers, distributors, and factory branches in their dealings with franchised dealers.

• Adds new provision (q) prohibiting manufacturers from charging back, withholding payment, denying vehicle allocation, or taking adverse action against dealers when vehicles are exported to foreign countries, unless the manufacturer can demonstrate the customer was on an exporter list or the dealer knew of export intentions.

• Establishes a rebuttable presumption that dealers did not know vehicles would be exported if the vehicles are titled and registered in any U.S. state.

• Maintains existing protections including requirements for reasonable vehicle delivery, uniform pricing incentives, fair performance standards, warranty treatment equity, and restrictions on manufacturer competition with franchised dealers.
