Amends Dakota County Community Development Agency to allow an optional eighth at-large commissioner if required by federal regulations (Code of Federal Regulations, title 24, part 964), with the at-large member serving a three-year term and limited to decisions on federal public housing and Section 8 rental assistance programs.

Renames the Washington County Housing and Redevelopment Authority to the Washington County Community Development Agency and grants it powers of an economic development authority under Minnesota Statutes, sections 469.090 to 469.1081.

Allows the Washington County Community Development Agency to request and assume housing, economic development, or redevelopment duties from municipal authorities, subject to local government approvals and planning requirements.

Permits Washington County to offer non-conservation tax-forfeited land to the Community Development Agency prior to making properties available to cities in the county.

Repeals Minnesota Statutes 2014, section 383D.412, which previously allowed the Dakota County Community Development Agency special treatment for state funding eligibility.
