Changes one-day military permits to annual permits for active members of U.S. armed forces branches, units, or reserve components stationed outside Minnesota, valid during active service and for 90 days thereafter.

Expands military eligibility to include state National Guard members and their dependents who present qualifying military identification or an annual federal military pass through the National Parks and Federal Lands Pass Program.

Directs the commissioner to establish qualifying military identification standards by written order published in the State Register, exempting the order from standard rulemaking provisions.

Permits the commissioner to issue free daily vehicle permits to qualifying military personnel and disabled veterans who do not own or operate a motor vehicle.

Expands disabled veterans benefits to include daily permits for resident veterans with any level of service-connected disability, in addition to annual permits for veterans with total and permanent service-connected disabilities; requires Department of Veterans Affairs or Department of Defense documentation.
