Requires the commissioner to give preference to landowners when conducting deer-hunting lotteries in areas where hunter numbers must be limited.

Mandates a separate selection process for up to 20 percent of deer licenses in any area, restricted to owners or tenants of at least 80 acres of agricultural land who live on that land.

Allows family members living on the qualifying agricultural land to be eligible applicants in the separate selection.

Requires unsuccessful applicants from the separate landowner selection to be included in the drawing for remaining licenses.

Restricts licenses issued under the landowner preference program to the permit area where the qualifying land is located.
