• Removes the one-year operation requirement for qualified businesses in the Greater Minnesota Business Expansion Program and simplifies eligibility criteria.

• Expands the commissioner's authority to engage in promotional contracts for tourism, trade, and economic development without competitive bidding requirements.

• Prohibits the commissioner and department employees from being subject to subpoena regarding testimony about clients served under chapter 268A.

• Modifies workforce development program outcome reporting requirements, changing median wage reporting from three consecutive quarters to four consecutive quarters following program exit.

• Creates the Workforce Development Board with 41 voting members and 14 nonvoting members representing businesses, labor, education, and community-based organizations under federal Workforce Innovation and Opportunity Act authority; repeals the former Workforce Development Council.
